A Philippine or Gulf certificate — TESDA NC II, a class-witnessed shipyard ticket, an ASME IX or AWS D1.1 qualification — proves the welder can weld; it does not transfer as a European qualification. The country decides the timeline more than the trade does. Gulf and Central Europe: weeks to months on sponsorship or national permits. Croatia: exempt from the test, three-year permits. Germany and Austria: qualified routes with recognition or the Pre-Check register, six to nine months, German prepared in Manila. Australia: TRA skills assessment, then the sponsored visa.
