Every Belgian project runs on the same backbone: you define the roles, headcount and start date; our own DMW-licensed agency in Manila, Prime Search, sources and trade-tests candidates; you approve the shortlist (on-site or online); and we manage the Belgian permit process under your power of attorney while the Philippine side — contract verification, medical, pre-departure orientation and the Overseas Employment Certificate — runs in parallel. The employment contract is signed and verified before departure; your new employee lands, completes local onboarding and clocks in.
The Belgian specifics below are the part that makes Belgium different from every other market we serve.
Single permit (permis unique / gecombineerde vergunning). Belgium combines work and residence in a single permit. The employer applies to the regional authority — Flanders, Wallonia and Brussels each run their own lists and rules — and the federal Immigration Office issues the residence part. Since 1 January 2026 Flanders has tightened economic migration: low-skilled roles are excluded, the medium-skilled shortage list has been revised to 21 occupations (truck drivers, bakers and butchers removed; roofers, asbestos removers and diamond workers added) and is exempt from the labour-market test, and other medium-skilled shortage roles require a nine-week vacancy publication via VDAB and EURES. Warehouse workers, cleaning staff, dishwashers and kitchen assistants are no longer eligible. A new Flemish application fee applies from 2026 alongside the federal fee.
Labour-market test: Flanders: none for the 21 medium-skilled shortage occupations; nine weeks of vacancy publication via VDAB/EURES for other medium-skilled shortage roles; low-skilled roles excluded since 2026. Wallonia and Brussels apply their own lists and tests.
Shortage occupations: Each region publishes its own list. Flanders' 2026 medium-skilled shortage list (21 occupations) leans to technical and construction trades; Wallonia and Brussels publish their own. Highly qualified roles use salary thresholds instead: Wallonia €53,220 (2026; €42,576 under 30), Brussels 2025 monthly levels retained, Flanders 2025 thresholds until Statbel publishes the new norm.
Deploying a Filipino worker abroad is regulated by the Department of Migrant Workers (DMW). MWO Brussels (Philippine Embassy) verifies employers and contracts for Belgium and Luxembourg. The verified contract, together with the job order approved by the DMW, allows the worker to obtain the Overseas Employment Certificate (OEC) — the exit clearance without which no Filipino worker can legally leave for a job abroad. Pre-employment orientation, medical examination at a DOH-accredited medical clinic authorised to examine overseas Filipino workers and pre-departure orientation complete the sequence. Because we operate the licensed agency ourselves, this runs in parallel with the Belgian permit rather than after it.
Typical gate-to-gate time for Belgium is 3–5 months from signed engagement to the first arrival, driven mainly by the Belgian permit and the embassy appointment in Manila. Sourcing and trade testing usually take two to four weeks and are not on the critical path. We give you a written timeline for your specific role before you commit.

Our contractual partner is the employer, and it is the employer we invoice for the service. You receive an individual offer for Belgium covering sourcing, trade testing, documentation, the permit process and arrival support — there is no price list, because volumes, roles and the Belgian route differ from project to project. Direct employment means the worker's wage is paid by you under your Belgian contract; there is no intermediary employer.
A Belgian employer briefs us on roles and headcount. Within two to four weeks we present trade-tested candidates from Manila with video assessments; the employer interviews online and approves. We file the single permit under power of attorney while Prime Search completes the DMW documentation. The employment contracts are signed and MWO-verified before departure; on arrival the workers complete registration and local onboarding and start on the floor — with our team reachable for the first months of integration. Whether the project is one specialist or a full shift, the mechanics are identical.
