Route Nulla osta under the Decreto Flussi quota system Typical timeline 4–8 months, depending on quota timing Minimum 1 worker

How recruitment works

Every Italian project runs on the same backbone: you define the roles, headcount and start date; our own DMW-licensed agency in Manila, Prime Search, sources and trade-tests candidates; you approve the shortlist (on-site or online); and we manage the Italian permit process under your power of attorney while the Philippine side — contract verification, medical, pre-departure orientation and the Overseas Employment Certificate — runs in parallel. The employment contract is signed and verified before departure; your new employee lands, completes local onboarding and clocks in.

The Italian specifics below are the part that makes Italy different from every other market we serve.

Licensing: Recruitment in the Philippines runs through our own DMW-licensed agency (Prime Search); delivery in Italy follows Italian licensing and immigration rules. Our EU delivery entity (Orienta Czech) supports the process cross-border under the freedom to provide services, subject to Italian requirements.

Italian immigration and work-permit route

Nulla osta under the Decreto Flussi quota system. Italy admits non-EU workers through annual quotas set by the Decreto Flussi. The employer applies for a nulla osta (work authorisation) at the Sportello Unico on the announced application days, the worker then receives a visa in Manila and applies for the permesso di soggiorno after arrival. Italy has one of the largest Filipino communities in Europe, which makes onboarding and retention comparatively easy.

  1. Employer pre-registers and files the nulla osta request on the Decreto Flussi application dates.
  2. Nulla osta issued by the Sportello Unico per l'Immigrazione.
  3. Entry visa issued by the Italian Embassy in Manila.
  4. Contract signed at the Sportello Unico on arrival and permesso di soggiorno applied for at the Questura.

Labour-market test: Applications are subject to annual quotas and application windows; timing matters more than a labour-market test.

Shortage occupations: The 2026–2028 planning decree sets multi-year quotas by sector; some sectors have dedicated channels.

Authorities involved: Sportello Unico per l'Immigrazione · Italian Embassy Manila · Questura. Rules change; we confirm the current position for your role before you commit, and we tell you the honest number — not the marketing one.

Employer requirements

  • Company documents and a compliant employment offer ready before the application window.
  • Suitable housing declaration where required by the Sportello Unico.
  • Commitment to the contract signing on arrival (contratto di soggiorno).

DMW / MWO process on the Philippine side

Deploying a Filipino worker abroad is regulated by the Department of Migrant Workers (DMW). MWO Rome and MWO Milan verify employers and contracts for Italy. The verified contract, together with the job order approved by the DMW, allows the worker to obtain the Overseas Employment Certificate (OEC) — the exit clearance without which no Filipino worker can legally leave for a job abroad. Pre-employment orientation, medical examination at a DOH-accredited medical clinic authorised to examine overseas Filipino workers and pre-departure orientation complete the sequence. Because we operate the licensed agency ourselves, this runs in parallel with the Italian permit rather than after it.

Timeline

Typical gate-to-gate time for Italy is 4–8 months, depending on quota timing from signed engagement to the first arrival, driven mainly by the Italian permit and the embassy appointment in Manila. Sourcing and trade testing usually take two to four weeks and are not on the critical path. We give you a written timeline for your specific role before you commit.

Typical professions for Italy

  • Hospitality
  • Domestic & elderly care
  • Logistics
  • Manufacturing
  • Agriculture

Costs and commercial model

Our contractual partner is the employer, and it is the employer we invoice for the service. You receive an individual offer for Italy covering sourcing, trade testing, documentation, the permit process and arrival support — there is no price list, because volumes, roles and the Italian route differ from project to project. Direct employment means the worker's wage is paid by you under your Italian contract; there is no intermediary employer.

What a typical Italy project looks like

An Italian employer briefs us on roles and headcount. Within two to four weeks we present trade-tested candidates from Manila with video assessments; the employer interviews online and approves. We file the nulla osta under the decreto flussi quota system under power of attorney while Prime Search completes the DMW documentation. The employment contracts are signed and MWO-verified before departure; on arrival the workers complete registration and local onboarding and start on the floor — with our team reachable for the first months of integration. Whether the project is one specialist or a full shift, the mechanics are identical.

Frequently asked questions — Italy

  • Can we hire outside the Decreto Flussi?

Only in specific out-of-quota categories. For most industrial and hospitality roles the quota route applies; we plan sourcing around the application dates.

  • How large is the Filipino community in Italy?

Among the largest in Europe, concentrated in Rome, Milan and the north — a real advantage for retention.

  • What happens if the quota is exhausted?

We tell you before you commit. Where the timing does not fit, we advise on the next window rather than start an application that cannot succeed.
