Material handling is where warehouse safety lives and where a shortage shows first: a DC with pickers and no reach-truck drivers does not ship. Filipino MHE operators come certified from Gulf and Asian operations, retake the certificate on arrival, and keep the safety record you need.
MHE operators are the trade inside the warehouse. Filipino operators come from Gulf DCs, ports and factories where forklift certification, pre-use inspection and pedestrian segregation are enforced, and they retake the local certificate on arrival in days — the skill is the same, the paper is national. For plants, tugger and line-side supply drivers come from automotive and electronics zones.
A practical on the truck type you name — load handling, stacking at height, aisle work, pre-use inspection, pedestrian awareness — scored against a checklist; a safety briefing; numeracy; English. VNA and turret operators are tested separately; MHE trainers are interviewed on their training record.
Which logistics roles can come depends on the country. Czech Republic, Slovakia, Poland, Lithuania, Hungary, Romania and Croatia sponsor warehouse operatives, pickers and forklift drivers on national permits (Croatia exempts warehouse and driver roles from its labour-market test in several counties). Flanders excluded warehouse workers from economic migration on 1 January 2026; the Netherlands' UWV test blocks them; Germany has no unskilled route — qualified logistics roles (dispatchers, team leaders, mechanics) and professional drivers have their own routes. Australia sponsors logistics roles only under a regional DAMA. The Gulf sponsors the full mix at MoHRE skill levels. Professional drivers follow the driver route of each country — licence conversion and Code 95 planned on arrival.

In September 2026 a single five-day round recruited 117 truck drivers for one Lithuanian transport company; the licence conversion and Code 95 phase was planned into the timeline, as it must be in every EU country.
Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office for the destination, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly.
