Tier 1 and Tier 2 supplier workforce from the Philippines

Most automotive jobs are not in OEM plants but in the supplier parks around them — harnesses, seats, plastics, stampings, electronics, machined parts. The Philippines makes exactly those products for export, and its workforce transfers to Central European supplier plants with the processes already learned.

The fit by process

  • Wiring harness: the Philippines' largest automotive-parts export — assemblers who build to a board drawing, crimp, tape and continuity-test, and supervisors who run harness lines.
  • Seating, trim and interiors: assemblers with sewing, foam and trim experience from furniture and automotive-trim plants.
  • Plastics and injection moulding: machine operators and setters used to changeovers, cycle times and part inspection.
  • Stamping and welded assemblies: press operators and MIG/spot welders; see the welding hub for qualification.
  • Electronics and sensors: SMT and PCB assembly operators and test technicians from the EMS zones.
  • Machining: CNC machinists for powertrain, brake and steering components.
  • Sequencing and logistics: forklift and tugger drivers, pickers for JIS/JIT supply.

The supplier chain, end to end

A Tier 1 workforce is built around the chain the OEM contract imposes: JIT/JIS delivery windows → a takt set by the OEM line → quality gates (incoming, in-process, end-of-line, PPAP) → three-shift production → launch and ramp-up to the OEM's SOP → OEM audits and customer-specific requirements under IATF 16949. Every role we test is tested against one link in that chain — a sequencer against the delivery window, an operator against the takt, an inspector against the gate.

How we run a supplier programme

Suppliers brief smaller numbers per plant than OEMs but across more plants; we run one pipeline for a group's Czech, Slovak and Hungarian sites, with permits on three national tracks and waves sized per site. Tests are per process; team leaders come with each wave.

Which automotive roles can come depends on the country. Czech Republic, Slovakia, Poland, Hungary, Romania, Lithuania and Croatia sponsor assembly and production operators on national permits; Germany and Austria sponsor qualified trades only — mechatronics, machinists, welders, maintenance electricians, vehicle mechanics — through the experience, recognition or shortage-occupation routes; Flanders and the Netherlands do not admit low-skilled production roles; Australia sponsors motor and diesel mechanics and trades on the Core Skills list, operators only under a DAMA; the Gulf sponsors the full mix. We map every line of a plant brief to that rule before quoting.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office for the destination, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly.

Everything here is subject to the permit, qualification and licensing requirements of the destination country.

  • IATF 16949 experience?

Operators and inspectors from Philippine Tier 1 and Tier 2 plants work under it daily; documentation is in English.

  • One programme for several countries?
