Maintenance and quality are the automotive roles with a route into every country, Germany and Austria included, because they are qualified occupations on every shortage list. The Philippine supply comes from plants where OEE was on the wall and downtime was measured in minutes.
Philippine automotive-parts and electronics plants run TPM with mixed Filipino technician teams on Japanese robots and European PLCs; quality departments run IATF 16949, PPAP and 8D as routine. The technicians and inspectors who come out of them are the profiles German and Austrian plants list as shortages, and Central European plants hire without a recognition step.
Technicians: fault-finding on a PLC trainer and a robot-cell routine; electrical fault-finding and panel wiring to a schematic; a fitting and alignment task with measurement. Inspectors: CMM and gauge inspection to a drawing, a defect-classification set, an 8D report exercise. Supervisors: shift handover and escalation in English.
Which automotive roles can come depends on the country. Czech Republic, Slovakia, Poland, Hungary, Romania, Lithuania and Croatia sponsor assembly and production operators on national permits; Germany and Austria sponsor qualified trades only — mechatronics, machinists, welders, maintenance electricians, vehicle mechanics — through the experience, recognition or shortage-occupation routes; Flanders and the Netherlands do not admit low-skilled production roles; Australia sponsors motor and diesel mechanics and trades on the Core Skills list, operators only under a DAMA; the Gulf sponsors the full mix. Germany: experience route (two-year qualification plus two years' experience) or recognition of the TESDA/diploma qualification; German A2–B1 prepared in Manila; Austria: Rot-Weiß-Rot card for shortage occupations, BMWET Pre-Check register for listed Philippine qualifications; Australia: TRA assessment for electricians, fitters and mechanics; Central Europe, Croatia and the Gulf: the test is the qualification.
