Maintenance and quality are the roles that decide whether a line runs — and the roles every country sponsors, Germany and Austria included. Filipino mechanics, electricians, mechatronics technicians and inspectors come from plants where downtime was measured in minutes.
Export-zone plants run TPM and planned maintenance with mixed Filipino technician teams, and the Gulf's industrial and petrochemical plants hire Filipino maintenance crews for the same reason: documented fault-finding, English, and shift discipline. Quality inspectors come from the same plants with IPC, ISO 9001 and automotive quality-system routine. For supervision we look for team leaders who have run a shift in a mixed-nationality plant.
Mechanics: a fitting and alignment task with measurement, a fault-finding exercise on a rig. Electricians and mechatronics: electrical fault-finding, panel wiring to a schematic, a PLC trainer task. Inspectors: gauge and CMM inspection to a drawing, a defect-classification exercise, a report. Supervisors: shift handover and escalation role play in English.
Which production roles can come depends on the country, not on your vacancy list, and we say so before quoting. Czech Republic, Slovakia, Poland, Lithuania, Hungary, Croatia and Romania sponsor operators, assemblers and machine operators on their national permits with no skill floor. Germany has no route for unskilled production work — operators come only with a two-year qualification under the experience route; machinists, mechatronics and maintenance trades do. Austria admits shortage occupations only (CNC machinists, welders, electricians, mechanics — not line operators). Flanders excluded low-skilled roles from economic migration on 1 January 2026; the Netherlands' UWV test blocks them. Australia sponsors trades on the Core Skills list and operators only under a regional DAMA. The Gulf sponsors the full mix at MoHRE skill levels.
Germany: experience route (two-year qualification plus two years' experience, salary floor) or recognition of the TESDA/diploma qualification, with German prepared in Manila; Austria: Rot-Weiß-Rot card for shortage occupations, Pre-Check register for listed Philippine qualifications; Australia: TRA skills assessment for fitters, electricians and mechanics on the CSOL; Central Europe, Croatia and the Gulf: the test is the qualification.
