DMW-licensed recruitment agency for Germany

The Philippines regulates the export of its workers, and its office in Berlin is where a German employer meets that system. Here is the accreditation file, the sequence, and our licence — plus the German quality seal that applies to nursing recruitment.

The accreditation file

MWO Berlin accredits German employers as principals of a licensed Philippine agency: a recruitment agreement with the agency, a job order stating positions, numbers and pay, a master employment contract meeting the minimum provisions for land-based workers, the employer's commercial-register extract and an undertaking. The verified set is registered by the agency with the DMW in Manila; only then can individual contracts be processed. It is done once per employer and reused for every subsequent job order.

The ban on direct hiring

Article 18 of the Philippine Labor Code and Republic Act 10022 prohibit foreign employers from hiring Filipino workers directly, with narrow DMW-approved exemptions. For any programme of hiring the licensed-agency route is the lawful route — and MWO Berlin verifies that a name-hiring employer has not partnered with an agency.

Per worker, before the flight

  • Employment contract signed by the worker and verified by MWO Berlin — terms cannot fall below the verified master contract.
  • Medical examination, pre-departure orientation seminar, OWWA membership.
  • Overseas Employment Certificate — the DMW's exit clearance, checked at Manila airport.
  • In Germany: MWO Berlin remains the worker's point of contact; contract changes and employer transfers are verified there (the office warned in 2025 about misleading transfer offers targeting Filipino nurses).

Germany's own standard for nursing

For nursing, Germany adds its own layer: the quality seal Faire Anwerbung Pflege Deutschland, based on the law on quality assurance in the recruitment of nurses from abroad, marks recruitment that meets ethical standards. Recruitment from the Philippines is permitted — the country is not on the WHO safeguard list — and Germany and the Philippines have run the state Triple Win programme together since 2013 alongside private recruitment.     No; each employer–agency pairing is accredited separately. The file is short and reused for every wave.

  • Can we verify your licence?

    Yes — DMW-027-LB-11182024 is searchable in the DMW's public licensed-agency database; MWO Berlin can confirm our standing.

  • Does the Philippine process slow the German one?

    No — it runs in parallel with recognition and the visa; the only sequencing rule is that the contract is verified before departure.
