Two licences, two roles

In the Philippines, recruiting workers for abroad is a licensed activity and the licence is the DMW's. In the UAE, employment intermediation is licensed by MoHRE, and HR consultancy is a separate professional activity licensed by the Department of Economy. We hold the first through Prime Search and the second through our Dubai company — and we keep the roles exactly where the licences put them.

Prime Search recruits: it registers your job order with the DMW, sources from its own candidate base, tests at its facilities in Makati, presents shortlists with test results and recorded interviews, and runs each worker's documentation and exit clearance. Our Dubai company advises and coordinates: MoHRE skill classification and attestation, Emiratisation standing, the sequence with your PRO, arrival logistics, onboarding. It does not employ, place or supply workers; it does not act as a UAE recruitment agency.

How a UAE employer engages us

• Brief and feasibility — roles mapped to MoHRE skill levels, attestation needs, mainland or free zone, Emiratisation exposure.
• MWO accreditation — recruitment agreement, job order, master contract, undertaking, contingency plan and trade licence submitted to MWO Dubai or Abu Dhabi by your authorised personnel; verified set registered with the DMW.
• Recruitment round — sourcing, tests and screening in Makati; your interviews live online from the UAE, on site, or from recordings; typically two to four weeks to a shortlist.
• Documentation — attestation where required, contract signing and MWO verification, medical, pre-departure orientation, Overseas Employment Certificate.
• Mobilisation — matched to your entry permits and start dates; second waves reuse the accreditation.

What we are not

We are not a manpower supplier and we do not sponsor workers. The employment contract, the work permit and the residence visa are yours. Everything here is subject to applicable UAE MoHRE or free-zone, licensing, attestation and visa requirements.

Frequently asked questions

• Can your Dubai company handle our MoHRE applications?

  It advises and coordinates; the applications are filed by your company through your PRO or typing centre, as MoHRE requires. We prepare the candidate file so nothing is missing.

• Can we visit the agency in Manila?

  Yes — many UAE clients fly in for larger cohorts; Manila is nine hours from Dubai. Most join tests and interviews live by video instead.

• How is the agency paid?

  By the employer, under an individual proposal. Our contractual partner is you.
