Dubai's demand

Dubai ended 2025 with 19.59 million international overnight visitors, 154,264 hotel rooms at 80.7 % occupancy and its eleventh straight year as the busiest international airport — and a pipeline of hotels, malls, towers and communities that all need staffing. Filipinos are about 450,000 of the emirate's population and are present in every one of those sectors.

Mainland or free zone

  • Mainland companies hold MoHRE work permits and are subject to Emiratisation targets in skilled roles (10 % by end 2026 for companies with 50+ employees; 2 Emiratis for 20–49 in 14 sectors).
  • Free-zone companies obtain permits and visas from the free-zone authority (JAFZA, DMCC, DAFZA, Dubai South, DIFC, Media City and others) and are outside the MoHRE Emiratisation quota.
  • The Philippine side is identical for both: accreditation at MWO Dubai, DMW registration, contract verification, Overseas Employment Certificate.
