E-commerce fulfilment workforce from the Philippines

Fulfilment is picking at item level, packing to a cubing rule, sorting to a carrier cut-off and processing returns — at rates that double in November. The workforce that holds those rates is the one the Philippines has been supplying to Gulf and Asian fulfilment centres since the first marketplaces opened there.

The fit

Fulfilment rewards accuracy at speed and tolerance for repetition — the two things export-zone and Gulf DC experience builds. Filipino pick-pack operatives come with scanner discipline, English for the WMS and the labels, and the habit of a rate on the board; returns processors come from the same operations with grading experience. Team leaders have run peaks.

How we test

An item-level pick against a list with accuracy and rate scored; packing to a cubing rule; a returns-grading exercise; a scanner and WMS routine; numeracy and safety; English. Team leaders: zone balancing and peak-plan role play.

Which logistics roles can come depends on the country. Czech Republic, Slovakia, Poland, Lithuania, Hungary, Romania and Croatia sponsor warehouse operatives, pickers and forklift drivers on national permits (Croatia exempts warehouse and driver roles from its labour-market test in several counties). Flanders excluded warehouse workers from economic migration on 1 January 2026; the Netherlands' UWV test blocks them; Germany has no unskilled route — qualified logistics roles (dispatchers, team leaders, mechanics) and professional drivers have their own routes. Australia sponsors logistics roles only under a regional DAMA. The Gulf sponsors the full mix at MoHRE skill levels. Professional drivers follow the driver route of each country — licence conversion and Code 95 planned on arrival.

Core and peak

A fulfilment centre runs a core workforce year-round and a peak wave from October to January. The core comes on standard permits; the peak wave is planned six months ahead — permits filed in summer, arrivals in October — because no EU country issues a warehouse permit in a fortnight. See the peak-season guide.

Drivers

Need professional drivers? Drivers are a profession with its own page and country guides — Germany, Croatia, the UAE — and we do not duplicate them here: see /truck-drivers/. In September 2026 a single five-day round recruited 117 truck drivers for one Lithuanian transport company; the licence conversion and Code 95 phase was planned into the timeline, as it must be in every EU country.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office for the destination, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly.

Everything here is subject to the permit, qualification and licensing requirements of the destination country.

Frequently asked questions

  • Goods-to-person stations?

Operators are tested on a station routine; the systems are the same as in Gulf fulfilment centres.

  • Can peak workers stay on?

Yes — a peak wave on standard permits becomes core workforce if you keep them; seasonal permits are not the usual instrument for fulfilment in Central Europe.

  • Cross-border parcels?

Customs and returns clerks with English are available as qualified roles.
