German care homes ask for Pflegehilfskräfte from the Philippines every week. The honest answer is that a caregiving certificate alone does not open a skilled-worker route — and that three things do: nurses in the recognition phase, the one-year assistant training, and the three-year Ausbildung.
Skilled immigration to Germany requires a qualification of at least two years' training, or a German Ausbildung. The TESDA Caregiving NC II that most Filipino caregivers hold is a course of months. It does not qualify for the experience route or the recognition partnership, and Germany has no general unskilled-worker visa. Any agency promising Pflegehilfskräfte from the Philippines on a caregiving certificate alone is describing a route that does not exist.
