Earthmoving plant operators are ANZSCO skill level 4 and are not on the Core Skills Occupation List, so they cannot be nominated in the Core Skills stream of the Skills in Demand visa. The lawful routes are labour agreements: a Designated Area Migration Agreement whose occupation list includes the role — Excavator Operator, for example, is on the regional-only part of the Western Australia DAMA — or another labour agreement negotiated with Home Affairs. Machinery Operators and Drivers recorded 54 % recruitment difficulty in the June quarter 2026 survey, which is why regional agreements exist.
If your site is in a DAMA region, we check the current occupation list and concessions with you before quoting. If it is not, we tell you that the role cannot be filled from the Philippines on the standard route.
Filipino operators have run Caterpillar, Komatsu and Hitachi plant on Gulf infrastructure, Asian mine sites and Philippine mining and construction majors. We test on the machine in Manila — excavation to line and level, loading cycles, pre-start inspection — and screen for the documented hours a DAMA nomination needs. Australian plant competencies and any high-risk work licence are obtained on arrival. Everything here is subject to applicable Australian skills assessment, licensing, occupation and visa requirements.
Only where a labour agreement lists the occupation; on the WA DAMA, Excavator Operator is limited to regional Western Australia. We check the current list for your location.
Truck Driver occupations are not on the Core Skills list either; some regional DAMAs include them. Same check applies.
