Certified inspectors and safety officers are the profiles the Gulf reports hardest to fill, and the Philippines produces them: CSWIP- and AWS-certified welding inspectors, NDT technicians at Level II, coating inspectors, NEBOSH and IOSH HSE officers — the people international inspection companies come to Manila to recruit for Saudi Aramco projects. This page is also where we define what 'site-ready' means for every crew we present.
Welding inspectors complete a WPS/PQR review exercise and a weld-visual assessment; NDT technicians interpret films and scans by method and level; coating inspectors review a specification and inspection records; document controllers an audit-trail exercise. Certificates are verified with CSWIP, AWS, ASNT/PCN and AMPP; operator approvals — Aramco, ADNOC — are granted on site against the candidate's record, and we present candidates with prior approvals where you need them.
HSE officers with NEBOSH IGC and IOSH, DOLE-accredited BOSH/COSH training at home and years running permit-to-work under Aramco and ADNOC regimes: certificates verified with NEBOSH and IOSH providers, a permit-to-work and confined-space scenario, a toolbox talk delivered in English and recorded, an incident-reporting exercise.
Not just trade-tested — site-ready. Every oil and gas crew we present is screened on the safety behaviours operators audit, in the English the audit is conducted in:
Candidates from Aramco, ADNOC and QatarEnergy contractor sites arrive with this culture; we verify it in a recorded scenario, and destination inductions complete it.
IOGP's Life-Saving Rules and Process Safety Fundamentals are the reference we screen against; contractor personnel carry most of the industry's high-risk work, and an audit checks behaviours, not certificates alone.
Certifications, plainly: candidates with prior OPITO BOSIET/FOET, H2S, confined-space, CompEx, NEBOSH and other project-specific certifications are available — validity and project acceptance are verified candidate by candidate, never assumed for a crew. Welder qualification to ASME IX or API 1104, operator approvals, hazardous-area authorisations and offshore safety modules are issued or confirmed at your site or in the destination before mobilisation; we pre-test in Manila to the same parameters so that step confirms rather than filters.
Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024). Your company — or the EPC or maintenance contractor that employs the crew — is accredited at the Migrant Workers Office for the destination (Riyadh, Jeddah or Al-Khobar; Doha; Dubai or Abu Dhabi; Kuwait; Muscat; Manama; or the office covering your European country), and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly.
Everything here is subject to the permit, certification and HSE requirements of the destination country and the operator.
Operator approvals are granted on site against certificates and experience; we present candidates with prior Aramco or ADNOC approvals where you need them.
Yes for Gulf sponsorship programmes; NEBOSH IGC is common among Filipino HSE officers with Gulf history. HSE managers with the NEBOSH Diploma are rarer and screened individually.
No — we screen and record them; the destination induction and your permit system govern. What we promise is that the crew has worked under them before.
General information for employers, not legal or migration advice. Rules change; we re-verify before each hire.
