Qatar is raising LNG capacity from 77 to 126 million tonnes a year with first production in mid-2026, the UAE is building Ruwais LNG, Saudi Arabia is developing Jafurah, and Europe is expanding regasification. The construction, commissioning and maintenance workforce for all of it is largely recruited in Manila. Here is how.
The Gulf's gas build-out is the largest concentration of oil and gas construction and commissioning demand in the world this decade. Qatar's North Field expansion alone adds six mega-trains with a peak construction workforce of around 65,000 and first production from mid-2026, with commissioning and operations roles reported hardest to fill; Ruwais LNG and Saudi Arabia's gas programmes run in parallel; European terminals add operations and maintenance demand. The EPC contractors and their subcontractors recruit the trades, inspectors and technicians for all of it largely from the same place: Manila.
Qatar: employer accredited at MWO Doha; workers enrol biometrics, medical and contract at the Qatar Visa Center in Manila before departure. UAE: MWO Abu Dhabi or Dubai; MoHRE or free-zone permit. Saudi Arabia: MWO Riyadh, Jeddah or Al-Khobar; Qiwa block visas within the employer's Nitaqat standing. Europe: national skilled-worker routes. In every case the worker is employed directly by your company or the EPC contractor.
Certifications, plainly: candidates with prior OPITO BOSIET/FOET, H2S, confined-space, CompEx, NEBOSH and other project-specific certifications are available — validity and project acceptance are verified candidate by candidate, never assumed for a crew. Welder qualification to ASME IX or API 1104, operator approvals, hazardous-area authorisations and offshore safety modules are issued or confirmed at your site or in the destination before mobilisation; we pre-test in Manila to the same parameters so that step confirms rather than filters.
Everything here is subject to the permit, certification and HSE requirements of the destination country and the operator.
