Hire Filipino CNC machinists and welders for Finnish metal and engineering companies

Finnish machine shops, shipyards and steel fabricators have been hiring Filipino machinists and welders for a decade, and the rules now favour it: Migri decides in weeks, the income rule is a floor rather than a barrier, and metal-processing operators sit on the national shortage-sector list. This guide covers the profiles, the tests and the route.

Who you get

The Philippines trains machinists and welders at scale and sends them to the shipyards of Korea and Japan, the plants of the Gulf and the yards of Subic and Cebu; the candidates Finnish employers want — diploma-trained, five to fifteen years on CNC lathes and machining centres or on structural and pressure welding, used to drawings and procedures — exist in volume. What they usually lack is the Finnish machine controls and the climate, and both are trainable.

How we test

CNC: a programme written and run on a lathe or machining centre at Prime Search's Makati workshop — Fanuc or Siemens control, tool offsets, first-off inspection to the drawing's tolerances; measuring with micrometers and bore gauges; reading ISO tolerancing. Welders: coupons to your welding procedure — MAG plate in PF, TIG root and MMA fill on pipe where you need it — bend or macro tested; fabricators assemble from a drawing. You watch live and interview the same day; selected candidates are briefed on the Finnish site, the shift pattern and the net pay before they sign.

Route and pay

The residence permit for an employed person, with Migri assessing whether suitable labour is available in your region — rarely a problem for experienced machinists and welders — and the technology-industry collective agreement setting the wage group. Migri's income requirement for a residence permit for an employed person is EUR 1,600 gross a month in 2026, and the collective agreement for your sector — universally binding in Finland — is the real floor: pay is checked against the agreement's wage group for the role, not against the EUR 1,600 line. Up to half of the income may be fringe benefits at their taxable value (housing, meals); shift supplements and overtime do not count towards it. Zero-hours and on-demand contracts do not qualify.

Metal-processing process operators appear among the examples in the Government's June 2025 decree on national labour-shortage sectors; the decree widens an employee's right to change jobs within shortage sectors rather than easing the first permit, but it signals where Finland expects to keep hiring.

Welding certification and site rules

Philippine and Gulf welder certificates do not transfer; formal coding to EN ISO 9606-1 is completed in Finland on arrival. Because we pre-test to your WPS on the same parameters, the first-attempt pass rate is high — but the coding is yours to arrange, not something we can promise in advance. For structural steel under EN 1090 your welding coordinator's requirements govern; for shipyards the class society's. Occupational-safety card and hot-work card are standard inductions in the first week.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office in London, which has jurisdiction for the Nordic countries, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. Recruitment follows the employer-pays principle: no applicant pays for an interview, a trade test or a place on a shortlist. Your company is the employer from day one; we never employ or lease the workers.

Everything here is subject to the Aliens Act as amended, Migri's income requirement and practice in force, the universally binding collective agreement for the sector and Philippine DMW rules.

Frequently asked questions

  • Which controls can they programme?

Most candidates come from Fanuc and Siemens environments; Heidenhain and Mazatrol are less common and we screen for them specifically. Allow two to four weeks of onboarding on your machines.

  • Can welders start before the ISO 9606-1 coding?

On non-coded work and under supervision, per your quality system; coded work only after the test. Pre-testing in Manila on your parameters is what makes the coding routine.

  • How many can you deliver and how fast?

Teams of five to thirty per round are normal; three to five months from brief to arrival in a well-run programme, limited by the embassy appointment in Manila and the Philippine exit steps rather than by Migri.

  • Is Finnish needed in the shop?

Not for the permit and usually not on day one; most Finnish engineering companies run induction in English and expect Finnish to grow on the job. We arrange A1–A2 preparation in Manila for employers who want it.
