Finnish sites are documented to the person: an individual tax number in the public register, a photo card, the Valtti card, the safety card. Filipino tradesmen pass through that layer in a week when the employer prepares it — and they bring formwork, rebar and finishing experience from projects larger than most Finnish sites. This guide covers the trades, the permit and the site rules.
Philippine construction exports its best people to the Gulf and to Japanese and Korean contractors; the formwork carpenter who has built a tower core in Doha, the rebar fixer from a Riyadh metro station, the mason from a Dubai villa programme — these are the profiles we test. Finnish specifics — timber-frame residential, prefabricated element assembly, winter concreting, the measurement culture — are trained in the first weeks; the trade itself transfers.
Practical tests at Prime Search's Makati facilities: a carpenter builds a form from a drawing, a rebar fixer reads a bar schedule and ties a cage, a mason lays to line and level, a painter prepares and finishes a panel, a scaffolder is assessed on components and safe erection. You watch live and interview the same day. Site-safety behaviour is part of the scoring because Finnish sites expect it on day one.
The residence permit for an employed person, with Migri assessing availability of labour for the trade in your region — construction in the Helsinki region has been assessed positively for years for skilled trades, less automatically for helpers — and the universally binding construction collective agreement setting the wage group. Migri's income requirement for a residence permit for an employed person is EUR 1,600 gross a month in 2026, and the collective agreement for your sector — universally binding in Finland — is the real floor: pay is checked against the agreement's wage group for the role, not against the EUR 1,600 line. Up to half of the income may be fringe benefits at their taxable value (housing, meals); shift supplements and overtime do not count towards it. Zero-hours and on-demand contracts do not qualify.
The Contractor's Liability Act obliges your client to check your registrations, tax status and insurance; employing directly on Finnish contracts, with Finnish payroll and the collective agreement, is the structure clients accept and the one we build.
Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office in London, which has jurisdiction for the Nordic countries, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. Recruitment follows the employer-pays principle: no applicant pays for an interview, a trade test or a place on a shortlist. Your company is the employer from day one; we never employ or lease the workers.
Everything here is subject to the Aliens Act as amended, Migri's income requirement and practice in force, the universally binding collective agreement for the sector and Philippine DMW rules.
The number is issued by the Tax Administration once the worker has a Finnish personal identity code, which comes with the residence permit; we schedule the tax office visit for the first days so the register entry is live before the first shift.
Skilled trades with documented experience — formwork, rebar, masonry, scaffolding, finishing — have been assessed positively in the main regions; general helpers are harder to justify. We check per region before we start selection.
Finnish sites run in Finnish; Filipino crews work under a bilingual foreman or an English-speaking site engineer in the first months while learning site Finnish. We can prepare A1 in Manila.
Candidates are told plainly what a Finnish winter site means before they sign, and are trained on arrival in winter concreting and heated enclosures. Hiring is timed so that most arrive in spring.
