Plant ramp-up workforce: from pilot shift to SOP

A ramp-up has a date that does not move — SOP — and a curve that does: pilot shift, pre-series, launch, full rate. We plan waves to the curve and size them to the one thing we cannot recruit around: how many people you can house, induct and supervise each week.

The plan

  • Pilot shift (SOP − 6 months): 20–40 operators and the maintenance core, selected by your launch team in Makati; they become the team leaders of the launch waves.
  • Pre-series (SOP − 3 months): waves of 30–60 against the pre-series schedule; permits filed in staggered batches so arrivals spread over weeks, not days.
  • SOP: second-shift waves; replacement pipeline warm.
  • Full rate (SOP + 3 to 6 months): third shift; aftercare to month six; the next model year's attrition planned for.

What usually goes wrong

Housing for 200 ready for 80; inductions written for locals; one permit batch decided in one week; a first wave housed badly that the second wave hears about. We plan housing before the first test, write the induction with your supervisors, stagger filings, and treat the pilot shift as the reference the whole programme is judged by.

Which automotive roles can come depends on the country. Czech Republic, Slovakia, Poland, Hungary, Romania, Lithuania and Croatia sponsor assembly and production operators on national permits; Germany and Austria sponsor qualified trades only — mechatronics, machinists, welders, maintenance electricians, vehicle mechanics — through the experience, recognition or shortage-occupation routes; Flanders and the Netherlands do not admit low-skilled production roles; Australia sponsors motor and diesel mechanics and trades on the Core Skills list, operators only under a DAMA; the Gulf sponsors the full mix. We map every line of a plant brief to that rule before quoting.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office for the destination, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly.
