Quality and compliance staffing for aerospace and defence: inspectors, FOD and traceability discipline, AS9100 and Part-145 cultures — and how Filipino teams are prepared for them

Aerospace quality is not a department; it is what every technician does when nobody is watching. Employers who recruit from the Philippines ask two things: can we staff inspection and quality roles, and will the production and maintenance teams carry the AS9100 and Part-145 disciplines from day one. This page answers both — what we select for, what we test, what you train, and how authorisation is granted.

Inspection and quality roles

Inspectors who interpret a drawing and a CMM report, measure with hand gauges and release or reject to the plan; quality technicians who run first-article inspections and manage non-conformances; document and configuration controllers; FOD and tool-control coordinators. The Philippine aerospace plants and Part-145 MROs employ these functions to the same standards as their European and American parents, and the candidates we present come from them and from the export zones' quality departments. Selection is practical: a part inspected against a drawing, a CMM report interpreted, a non-conformance written up.

The disciplines every hire carries

FOD control, tool control, traceability and stamping, deviation reporting, human-factors awareness and the safety culture of a Part-145 organisation are tested in Manila as pass/fail items for every aerospace role — production, maintenance or quality — because a technician who does the work but drops a rivet in a wing box is a finding. Candidates from aerospace backgrounds carry them already; candidates from adjacent precision industries are trained and tested on them before departure.

What you train, and authorisation

Your quality system, your forms, your stamps and your customer specials are trained after arrival; authorisation — inspection stamps, process sign-offs, certifying authority where the licence allows — is granted by you after induction, a supervised period and an assessment, as your procedures require. No authorisation is assumed from a Philippine role or licence, and the programme plans the supervised period into the start date.

Routes

Inspectors and quality technicians recruit on the same routes as the technicians they work alongside: national permits in Central Europe, Germany via recognition or the experience route, the UAE on skill-level permits; quality engineers and senior inspectors in ISCO 3 qualify for Malta's Specialist Employee Initiative at €30,000. See the country guides.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office for the destination, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. Recruitment follows the employer-pays principle: no technician pays for an interview, a test or a place on a shortlist. Your company is the employer from day one; we never employ or lease the workers.

Everything here is subject to the destination's immigration route, its aviation and defence regulators, export-control and security law, and Philippine DMW rules.

Frequently asked questions

  • Can Filipino inspectors hold stamp authority?

After your authorisation process — induction, supervised period, assessment — yes, as for any new inspector. Authority is never assumed from a previous role.

  • Do candidates know AS9100?

Those from Philippine aerospace plants and MROs work under AS9100 / EN 9100 and Part-145 systems daily; others are trained and tested on the disciplines before departure. Your specific system is trained after arrival.

  • Do you test human-factors awareness?

Yes — as part of the documentation and scenario interview for maintenance roles, together with FOD and tool-control scenarios.

  • Which route for a quality engineer?

ISCO 3 roles at €30,000 or more qualify for Malta's SEI; elsewhere the skilled-worker routes of the country apply.
