The Philippine side for Malta: MWO Rome, the DMW job order, the Malta visa in Manila and the Pre-Departure Course in sequence

A Filipino worker cannot leave for Malta on a visa alone. The employer must be known to the Philippine state, the contract verified, the job order registered, the worker medically cleared and briefed, and the exit documented — all of it through a licensed agency. For Malta these steps run through the Migrant Workers Office in Rome, and they run in parallel with Identità's decision and the national visa. This page sets them out so the Maltese calendar and the Philippine one meet on the day of departure.

Who does what in Manila and Rome

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office in Rome, which serves Malta from the Philippine Embassy in Italy, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. Recruitment follows the employer-pays principle: no applicant pays for an interview, a trade test or a place on a shortlist. Your company is the employer from day one; we never employ or lease the workers.

For Malta the Migrant Workers Office in Rome is the verifying post: the Philippine Embassy in Italy covers Malta, runs regular consular and labour outreach missions in Floriana — 1,462 MWO and OWWA services in two days in March 2025 — and handles the documents for Maltese employers. Verification establishes three things: that the employer exists, that it can pay what the contract says, and that the conditions are acceptable under Philippine standards. For a company hire the file is the signed contract, the employer's certified business registration, proof of financial capability, the identity and authority of the signatory, and the Maltese permit or approval once Identità has issued it; a representative needs a notarised special power of attorney.

The sequence

  • Week 0: brief, roles, pay, housing; we check the Maltese route (standard, SEI, care-exempt) and open the MWO file.
  • Weeks 1–4: sourcing and practical trade tests in Makati; employer accreditation and job-order registration proceed in parallel; the three-week Jobsplus/EURES advert runs in Malta.
  • Selection day: workers sign the contract; the Pre-Departure Course starts the same day (Skills Pass units follow for hospitality).
  • Weeks 4–8: medical examination at a DMW-accredited clinic, document legalisation, course interviews; Identità file submitted complete.
  • Approval in Principle: visa appointment at the Malta Visa Application Centre in the Philippines — application form, passport, acceptance letter, police conduct certificate, accommodation proof, travel medical insurance of €30,000; pre-departure orientation seminar; Overseas Employment Certificate.
  • Departure: Manila to Malta via a Gulf hub; arrival, biometrics, residence card, bank account, Jobsplus engagement form within four working days.

Why the sequence matters

The Philippine steps are not a formality a worker can skip; an OEC is checked at Philippine immigration on departure, and a worker without one does not board. Equally, the Maltese steps cannot be compressed by Manila: Identità's decision and the visa set the calendar. What a good agency does is make sure neither side waits for the other — the course is finished before approval, the medical is valid on the day of the visa, the MWO verification is done before the contract is presented in Malta.

Malta and the Philippines have discussed a bilateral labour agreement and a government-to-government channel for care workers since 2025. Until one exists, the licensed-agency route is the lawful one for a Maltese employer, and the DMW has warned Filipino jobseekers against unlicensed intermediaries selling Malta jobs. Check any agency against the DMW's list of licensed agencies; ours is DMW-027-LB-11182024.

Frequently asked questions

  • Does the employer have to travel to Rome or Manila?

No. Accreditation at MWO Rome is done on documents, by us as your licensed agency; interviews are held in Makati or online, as you prefer. Many employers come to Manila for the final interviews of a larger round; none has to.

  • How long is the MWO accreditation valid?

Accreditation is tied to the employer and renewed with the agency's documentation; once your company is accredited, subsequent rounds need only the new job order and contracts.

  • Where does the worker get the Malta visa?

At the Malta Visa Application Centre operated by VFS Global in the Philippines, on the strength of Identità's acceptance letter, with a police conduct certificate, accommodation proof and travel medical insurance of €30,000. Malta has no embassy in Manila; the visa is processed through the centre.

  • Can the worker fly as soon as the visa is issued?

Only with the Overseas Employment Certificate, issued after the verified contract, medical clearance and pre-departure orientation are on file. We time the visa appointment and the OEC so that departure follows the visa within days.

  • Is there a Philippine quota or ban for Malta?

No. Malta is an open destination for Philippine overseas employment through licensed agencies; the DMW's only warnings concern unlicensed recruiters.
