Filipino production workers for Maltese manufacturing, logistics and the Freeport: machine operators, assemblers, warehouse staff

Malta's manufacturing is small, specialised and export-driven — pharmaceuticals, electronics, plastics and rubber, food, printing — and its logistics turn on the Freeport and the island's own supply chain. Both run on operatives that the Philippines has produced for the world's factories for forty years. Under the 2026 rules the standard Single Permit remains the route for operators and warehouse staff, while technicians and supervisors at €30,000 and above travel on the Specialist Employee Initiative in a fraction of the time.

Who we recruit for Maltese industry

Machine and process operators from electronics, pharmaceutical and plastics plants; assemblers for electronics and medical devices; quality inspectors who work to sampling plans and measuring instruments; packers and line staff for food and printing; forklift drivers and warehouse operatives for the Freeport, distribution centres and plant logistics; and the technical layer — maintenance technicians, line leaders and production supervisors. Philippine electronics and pharmaceutical manufacturing is a global supplier and its workforce is used to cleanroom discipline, SPC and continuous shifts. Selection in Makati is practical and specific to your line.

Two routes in one round

Operatives — ISCO major groups 7 to 9 — go through the standard Single Permit: the three-week advert on Jobsplus and EURES, €600, the Pre-Departure Course, a one-year permit renewable for two years once the role sits in ISCO 1–4 or, for operative roles, after training. Technicians, line leaders and supervisors whose roles are in ISCO group 3 and whose contracts pay at least €30,000 gross a year qualify for the Specialist Employee Initiative: a two-week advert, a decision within 15 working days and a permit renewable up to three years. A plant that recruits its supervisors first under SEI has them on site when the operatives arrive.

Two employer-level tests run in the background of every application. The termination-rate threshold refuses new applications from employers whose third-country staff leave too often: from 1 July 2026 the refusal line is 50 % for small employers (10–49 staff), 45 % for medium (50–249) and 40 % for large (250+), after stepping down from 65/60/55 % in October 2025; micro employers are exempt and the test applies from the third year of operation. The Workforce Application Limit caps annual headcount growth through third-country recruitment at 200 % for micro, 100 % for small, 50 % for medium and 25 % for large employers, assessed monthly against the same month a year earlier, groups of companies counted together.

Why Filipino operatives stay

Industry has the lowest churn of any sector we deploy to, and in Malta churn is now the number that decides whether you may recruit. Rotating shifts with predictable rosters, housing near the plant, a contract that matches the Manila briefing and an onboarding week that covers the residence card, the bank account and the bus pass keep terminations low. Employers who have run one round with us typically run the second inside the same accreditation and the same advert pattern, in less time.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office in Rome, which serves Malta from the Philippine Embassy in Italy, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. Recruitment follows the employer-pays principle: no applicant pays for an interview, a trade test or a place on a shortlist. Your company is the employer from day one; we never employ or lease the workers.

Everything here is subject to Subsidiary Legislation 217.17, the Malta Labour Migration Policy as implemented by Identità and Jobsplus, Maltese employment law and Philippine DMW rules.

Frequently asked questions

  • Can forklift drivers use their Philippine licence?

The Philippine TESDA forklift certificate evidences competence for selection; in Malta the employer's own equipment training and authorisation apply as for any new operator. We test driving in Makati.

  • Are maintenance technicians really eligible for SEI?

Where the role is a technician role in ISCO group 3 — not a fitter's or an operator's — and the contract pays at least €30,000 gross, yes. The qualification is MQF 6 or a lower qualification with three years' directly related experience, documented.

  • Does the Skilled Occupation List help us?

Roles on the list earn the two-week advert and three-year renewals. We check your roles against the current list before filing; the list is an eligibility category rather than a published guarantee.

  • How do you handle GMP and cleanroom requirements?

We select against your work instructions and screen for GMP and cleanroom experience; Philippine pharmaceutical and electronics plants work to the same standards. Site-specific training remains yours.
