Filipino workers for continental Croatia: Slavonia, Varaždin, Međimurje, Karlovac

Continental Croatia does not have a season; it has factories. Food processing in Slavonia and Podravina, metal and rail-wagon building in Slavonski Brod, wood and furniture around Varaždin and Karlovac, textiles and components in Međimurje — plants that hire year-round, house workers cheaply, and keep them. Filipinos are arriving there later than on the coast, and staying longer.

The market

The interior's employers are manufacturers and food processors with year-round production and a domestic labour market emptied by emigration to Germany and Austria: meat and dairy plants, sugar and confectionery, mills and bakeries in Slavonia and Podravina; the metal and rail-wagon tradition of Slavonski Brod; furniture and joinery in Varaždin, Karlovac and Gorski kotar; textile, footwear and component plants in Međimurje. Wages sit closer to the collective-agreement floors than on the coast, but housing costs a fraction of Zagreb or Split, and employers offer twelve-month contracts on three-year permits — which is what a Filipino worker who wants to stay and send money home is looking for.

What employers hire

  • Food processing: machine operators, line workers, butchers and bakers (both on the HZZ list), cold-store and warehouse staff.
  • Metal: welders, fitters, CNC machinists and machine operators for fabrication, wagon and equipment builders.
  • Wood, textiles, plastics: machine operators and assembly workers.
  • Agriculture and livestock: farm and processing workers, seasonal harvest crews on seasonal permits.

The route is Croatia's combined residence-and-work permit: you file one application online through the joint HZZ/MUP platform, HZZ runs the labour-market test unless the occupation is on its exemption list and gives its opinion on your eligibility, MUP decides within 90 days, and the permit runs for the contract period — up to three years, depending on the route. Before anything is filed we check the 2026 employer conditions — €100,000 turnover over the last twelve months, at least one Croatian or EEA employee for the previous year, Croatian/EEA staff at 20 % of third-country headcount (10 % for exempt occupations), no arrears, adequate accommodation.

Planning for the interior

No season, so any month's brief arrives three to five months later. Osijek-Baranja and the other Slavonian counties are not on the coastal county entries of the exemption list for housekeeping and kitchen roles, so hospitality roles there may be tested; the industrial trades are exempt nationally. Housing is cheap enough that employers rent whole houses for crews; the accommodation standard still applies and is checked.

Pay must be at least the statutory minimum — €1,050 gross a month in 2026 — or the extended sector collective agreement where one applies (construction, hospitality), and accommodation must meet the legal standard for the whole stay; we put both in the offer before the interview so nothing is renegotiated at the police counter.

The Philippine side

Recruitment runs through our own DMW-licensed agency, Prime Search Manpower Agency Inc. in Makati (licence DMW-027-LB-11182024): your company is accredited at the Migrant Workers Office in Vienna, which has jurisdiction for Croatia, the job order is registered with the DMW, and every worker leaves Manila with a verified contract, medical clearance, pre-departure orientation and an Overseas Employment Certificate. The Philippine ban on direct hiring applies; the employer is always your company, directly — the Croatian permit is issued to you, not to an agency.

  • Will Filipino workers stay in a small Slavonian town?

    Yes, when pay, housing and the first month are right — the interior's stability is an advantage, not a handicap; there are Filipino communities in Osijek and Slavonski Brod already.

  • Butchers and meat plants?

    Butchers are on the HZZ list; Philippine meat-processing profiles with NC II and Gulf plant experience are available and tested on the bench.

  • Agricultural seasonal crews?
