Montenegrin immigration and work-permit route

Temporary residence and work permit (dozvola za privremeni boravak i rad) — within the annual quota; 1 year, renewable. Montenegro issues a combined temporary residence and work permit through the Ministry of the Interior within an annual government quota — 28,988 permits for 2026 (21,668 employment, 2,320 seasonal, 5,000 reserve), with accommodation and food services (6,150) and construction (6,000) the largest sector allocations. The standard permit runs for one year and is renewed; seasonal permits cover part of the Adriatic season. The economy is tourism-led — Budva, Kotor, Tivat and the Bar–Ulcinj coast — with construction and hospitality the main third-country employers, and a small but visible Filipino presence in hotels, marinas and private households. Outside the EU and Schengen; the euro is the currency.

DMW / MWO process on the Philippine side

Deploying a Filipino worker abroad is regulated by the Department of Migrant Workers (DMW). MWO Budapest has jurisdiction for Montenegro — employer accreditation and contract verification. The verified contract, together with the job order approved by the DMW, allows the worker to obtain the Overseas Employment Certificate (OEC) — the exit clearance without which no Filipino worker can legally leave for a job abroad. Pre-employment orientation, medical examination at a DOH-accredited medical clinic authorised to examine overseas Filipino workers and pre-departure orientation complete the sequence. Because we operate the licensed agency ourselves, this runs in parallel with the Montenegrin permit rather than after it.

Typical gate-to-gate time for Montenegro is 2–3 months, subject to quota from signed engagement to the first arrival, driven mainly by the Montenegrin permit and the embassy appointment in Manila.
